I have read with great interest Your Excellency's despatch No.601/15 of the 22nd April, 1920, on the question of the recent company legislation, and the bearing on Hongkong Companies of Articles 3 and 4 of the China (Companies) Amand- ment Order-in-Council of 1919.

On April 23rd His Majesty's Consul-General at Shanghai addressed a despatch to me, enclosing copies of correspondence which had passed between him and the Registrar of Companies at Hongkong. I have the honour to enclose a copy of Sir Everard Fraser's despatch for Your Excellency's information.

On receipt of that despatch I telegraphed to His Majesty's Principal Secretary of State for Foreign Affairs on May 4th suggesting that the anomalous position in regard to Companies on the Hongkong register should be brought to the notice of the Colonial Office with a view to unifying proce- dure in regard to Companies on the Hongkong and Shanghai registers.

On May 13th I addressed to His Majesty's Principal

Secretary of State for Foreign Affairs a despatch, communicat-

ing opinions from His Majesty's Judges at Shanghai and from

the Crown Advocate and the Commercial Counsellor to the

Legation, of which also I have the honour to enclose a copy.

The enclosed papers will place in Your Excellency's

hande all the information which is at present available at

Peking on this question, and I shall be glad to co-operate in

Eis Excellency
